摘要
竞争性装备采购风险,既具有装备采购风险的一般特点,也具有不同于非竞争性装备采购风险的独有特点。虽然不同类型的竞争性装备采购风险具体发生过程和条件有所不同,但却有着共同的成因,主要是相关主体利益关系复杂、信息不对称、素质存在缺陷和装备采购制度不完善。
The risks in competitive acquisition of equipment have not only the common features of equipment acquisition but also special features different from those of non-competitive acquisition. Although the mechanism and prerequisites of one form of risk is different from others＇, there are some common causes of all the ones, such as more complicated interest-relationship, information asymme try, quality defects and equipment acquisition system defects.
