分税制改革视角下土地财政与房价水平关系研究

Relationship Between the Land of Finance and the House Price Level in the Perspective of Tax Reform

文章采用2002—2012年省级面板数据,把分税制改革、土地财政和房价水平纳入分析框架,首先分析了分税制改革对土地财政影响的背景因素,在此基础上研究土地财政对房价水平的影响。研究结果表明,分税制改革导致地方财政困难,从而使地方财政过度依赖土地财政是影响房价过快上涨的重要因素。土地财政作为分税制改革和房价的中介因素,对房价的影响非常显著,并根据研究结论提出相应的政策措施。

Using the 2000--2008 provincial panel data, the tax system reform, land finance and price level were involved in the analysis framework. The anthor took the influence of the fax reform to the land fi- nance as the backgruoun, then revealed the impact of the land finace on the house price level. The results show that the tax system reforms have resulted in local financial difficulties so that local financial over-reli- ance on land finance is an important factor to affect housing prices, land finance as the intermediar factors of the reform of tax also has very significant effect on the house price level.
