反对腐败、建设廉洁政治,是中国共产党一贯坚持的鲜明政治立场。90余年来党风廉政建设和反腐败工作的基本经验告诉我们,必须坚持惩治和预防工作一起抓,整体推进以完善惩治和有效预防腐败为重点的反腐倡廉建设。文章拟对中国共产党执政90余年来廉政建设理论与实践探索进行梳理,总结其特点、经验和规律,并在此基础上深入探索新时期惩治和预防腐败体系构建的主要着力点,为建立惩治和预防腐败体系提供有益的借鉴。

The Chinese Communist Party always adheres to the distinct political stand of fighting against corruption and building clean politics. The basic experience of clean and honest government construction and anti-corruption work over 90 years tells us that we must adhere to combining punishment and prevention and comprehensively promoting anti-corruption construction emphasizing the improvement of punishment and effective prevention of corruption. This paper intends to organize the theoretical and practical exploration of clean and honest government construction of Chinese Communist Party over 90 years in office, summarize its characteristics, experience and law, deeply explore main acting points of the establishment of corruption punishment and prevention system in the new era on this basis and provide beneficial reference for establishing the system.
