摘要
近年来,伴随着行政管理体制改革和政府职能转变,中国社会组织发展迅速,并在提供公共服务、弥补市场和政府的不足方面发挥越来越重要的作用。但在当前中国社会组织发展的制度环境中,以双重管理为核心的社会组织管理体制,阻碍了社会组织健康、规范发展。随着地方改革创新试点的深入推进,双重管理体制实现了重大突破。当下,中国社会组织的制度环境变革,亟待实现从严格控制取向的双重管理模式向培育扶持与规范发展并重的方向转变。
In recent years, with the administrative system reform and government function shift, China has seen the rapid development of social organizations. They are playing an increasingly important role in public service provision, and making up for the failure of the market mechanism and government function. However, in current institutional environments, double management system has held back the normal development of social organizations. Along with the further reform and innovation in some regions, Remarkable breakthroughs on breaking the double management system have been achieved. At present, the institutional environments need to change from double management system focusing on strict control to system in which lays equal stress on fostering and regulating to promote the orderly and healthily development of social organizations.
