摘要
构建社会主义和谐社会是党中央提出的重大战略思想和战略目标,是推进发展和改革、正确处理社会矛盾的一个新的指导思想。在构建和谐社会及和谐物业管理过程中,出现了很多不和谐问题并引起大量纠纷。导致这些问题和纠纷的主要原因是物业服务企业管理混乱和服务打折、职能越位和功能错位,开发商违规违约行为,业主缺乏消费观念和法制观念、自律意识和公共意识不强。为妥善解决这些问题和纠纷,需要建设服务型政府,发挥行业协会的作用,加强物业服务企业自身建设,提高业主素质,四位一体,共同努力,形成合力,从而推进和谐社会建设,既保护业主的合法权益,又促进物业管理行业健康有序发展。
To building a harmonious socialist society is a great strategy and goal of China's central government with a purpose of solving social problems and enhancing reform and development. However, in the efforts to construct harmonious property management, there arise problems of disharmony leading to disputes. Disorderly management, dissatisfactory service and functions offside and or overrun on the part of the property management company, prop- erty developers'unlawful behaviors and the proprietors'lack of concepts of consumption, law, self- discipline and coramunity are all the causes of the problems and disputes whose proper handling relies on the combined efforts of a service -oriented government, trade associations, improvement of property services and proprietors 'personal quali- ties so as to guarantee the legal rights of proprietors and the healthy development of property management as well.
