陕西科技投入效益的评价研究

Study on Efficiency Evaluation of Investment of the Science Technology of Finance Integration in Shaanxi Province

文章运用层次分析法和科技投入效益评价模型得出科技投入指数、产出指数和效益指数,对陕西2001—2010年科技投入效益进行了实证分析。研究发现:陕西科技投入指数十年增长约2.5倍,科技产出指数增长约4.8倍,但效益指数仅增长1.8倍,陕西科技投入效益没有随着投入和产出的不断增长而快速上升。其原因主要有:科技投入结构不合理,资金使用效率不高,资金监管不力等。针对前述问题文章提出了相应的对策建议。

Applying the analytic hierarchy process and the benefit evaluation model of the investment in science and technology,we get the index of input,output and efficiency,then make an empirical analysis of the Shaanxi 2001-2010 investment benefit in S T.The results are as follows： input index of investment in S T has grown about 2.5 times over the past decades,the S T output index has increased by about 4.7 times,but the efficiency index has increased by only 1.8 times,the efficiency of the Shaanxi investment in S T hasn＇t rapidly grown in pace with the fast rise of inputs and outputs.There are some reasons,for instance： the structure of investment in S T is irrational;the use of funds is inefficient;the supervision in the use of funds is not strict,etc.Some forward suggestions will be given in this paper combined with the Shaanxi current situation.
