石油企业履行环境责任的激励机制设计

The Design of Incentive Mechanism for the Implementation of Environmental Responsibility of Petroleum Enterprise

石油企业作为排污大户在生产过程中不可避免的产生大量污染物,尤其近年来我国石油企业发生的重大环境污染事件,引发了人们对石油企业环境责任的高度关注。文中通过建立博弈数学模型,采用定量的研究方法分析目前我国石油企业环境责任缺失、地方政府环保部门监管失灵的原因。通过建立委托人-代理人模型,对石油企业承担环境责任的激励机制进行设计研究。

Petroleum enterprise as a large emission will produce large amounts of pollutants in the production process inevitably, especially major environmental pollution incidents happened in China＇s oil enterprises in recent years caused people to pay great attention to the petroleum enterprise environmental responsibility. In this paper, using a game theory model analyzed the reasons for the lack of environmental responsibility of petroleum enterprise and the regulation failure of environmental protection of local govemment in China. This paper designed the incentive mechanism for environmental responsibility in the petroleum enterprise by established principal-agent model.
