论“三非”问题综合治理的对策

On Countermeasures to Problems Raised by Three Kinds of Illegal Status of Foreigners

中越边境地区特殊的地理环境、相同的文化背景、巨大的市场,吸引着大批越南籍人非法入境、非法居留、非法就业。这些人员不仅影响了正常的出入境管理,而且引发诸多违法犯罪,并带来一系列社会和问题。所以在治理"三非"问题上,应采取堵疏结合的综合治理对策,才能达到标本兼治。

Because of the special geographic feature,the same cultural background,and the huge market,a certain amount of Vietnamese are crossing the China-Vietnam boarder illegally,further living and working illegally in China.These people are not only breaching the entry and exit regulation,but also bringing in various crimes,raising a series of social problems.Thus,when dealing with problems caused by the three kinds of illegal status of foreigners,comprehensive countermeasures combining prevention and solution shall be used,then these problems can be solved throughly.
