涉农惠民领域贪污贿赂犯罪研究

Study on Agriculture and Benefiting Farmers-related Corruption and Bribery

近年来,随着中央和各级地方政府大幅增加"三农"投入,涉农惠民领域贪污贿赂犯罪呈明显增多之势,问题十分突出。笔者通过对天津市武清区人民检察院近年来查办的大量涉农惠民领域贪污贿赂犯罪案件的调研分析,概括此类犯罪的发案规律特点,总结该院在查办此类案件中遇到的问题及经验做法,提出相应的查办与预防对策和建议,以期能够为其他广大农村地区查办与预防此类犯罪提供有益的指引和借鉴。

In recent years,with a substantial increase in funding of agriculture,rural areas,and farmers by the central and local governments at all levels,the agriculture and benefiting farmers-related corruption and bribery tended to increase.Through the investigation and analysis of these corruption and bribery cases investigated by Wuqing District People＇s Procuratorate in recent years,the author summarizes characteristics of such cases,experiences of investigating and dealing with cases,and puts forward suggestions in investigating and preventing cases in order to provide useful guidelines and reference.
