一些地方官员认为非自愿性移民迁移安置工作的完成意味着移民工作的结束。恰恰相反,更困难的工作才刚刚开始:一方面,非自愿性移民的"由乱而治"需要科学的社会管理模式作保证;另一方面,民生问题的根本解决才是社会和谐稳定的前提和基础。为此,构建一种专门针对非自愿性移民社区的,能够让移民安心、让移民社区良性运转的管理模式。

Some local officials believe that the resettlement of the involuntary migrants means the end of the resettlement work.On the contrary,the more difficult work just began.On the one hand,the involuntary migrants＇ life needs the scientific management for ＂from confusion to order＂.The premise and foundation of social harmony and stability is the livelihood problem solved.It is the core of the research to build a community management mode of the involuntary migrant to make the migrant community a benign operation.
