摘要
构建了基于循环经济基本原则和发展目标的黑龙江省农业循环经济发展综合评价指标体系,并采用层次分析法确定了指标权重。指标体系由经济效益、减量化、再利用和社会效益4个指标层和18个单项指标构成。以黑龙江省为例,对2001-2010年的农业循环经济综合发展水平进行了评价与分析。结果表明,2001-2010年黑龙江省农业循环经济呈稳步上升的发展趋势,其中,资源的过量投入是抑制其发展的主要因素。根据黑龙江省农业循环经济的综合评价结果提出了发展建议。
A novel index system for evaluating agricultural circular economy in Heilongjiang province was established in this paper. The system based on four index layers (economic benefit, reduce, reuse and social benefit) and 18 specified indexes whose weights were made by Analytic Hierarchy Process (AHP). The system was used to evaluate the agricultural circular economy development in Heilongjiang province from 2001 to 2010 comprehensively. The evaluation results showed that the agricultural circular economy development of Heilongjiang province was upgraded and in a steady stage, and environmental benefit was the main constraint. Some suggestions based on the results were also given to promote the agricultural circular economy development in Heilongjiang province.
