摘要
受劳动力供求结构变动和政策制度的影响,我国东部地区用工短缺呈现出扩散化、常态化趋势,劳动密集型产业日益丧失比较优势,产业升级的压力增大,形势严峻。显然,单纯依靠市场力量和产业政策来推动产业升级已经不够,应充分利用劳动力成本上涨给产业内部带来的加快转型的压力,通过在技术进步、人力资本提升和产品结构升级等层面形成倒逼机制,以促进产业升级要素的凝聚。
The trend of labor shortages in east China has presented diffusion and normalization,because of the changes in labor supply and demand structure,and policy system.The labor-intensive industries are increasingly losing comparative advantage,and the pressure of industrial upgrading is increasing.Clearly,simply rely on market forces and industry policy to promote industrial upgrading is not enough.We should make full use of the pressure from increasing prices of labor to upgrade industries,which called reversed transmission mechanism.This mechanism works by making an improvement of technology,progress,human capital and product structure,so as to promote industrial upgrading.
