重庆市经济与科技竞争力匹配度及对策研究——基于8大创新中心城市的比较

Chongqin economy and science and technology matching rate and countermeasure research——comparison based on 8 large creative center cities

为加快建设创新型中心城市,促进经济科技协调发展,基于北京、天津、上海、广州四个国家级创新中心城市和重庆、西安、成都、武汉四个重要创新城市的相关经济和科技数据,应用统计分析和比较分析法,对重庆市与其他城市的经济竞争力和科技竞争力匹配度进行研究。研究表明,重庆市科技竞争力小于经济竞争力,且经济科技相对竞争力匹配度明显优于规模竞争力匹配度。因此,改革创新项目管理模式、成果奖励模式、协同创新机;利用相对匹配辐射效应、协调功能,加快规模效益释放;坚持跨越式发展,提高科技发展速度和支撑力度;实施战略均衡,优化经济和科技资源配置结构,是推动重庆市经济与科技协调发展的有效对策。

In order to accelerate the construction of an innovative urban centers and to promote the coordinated development of economic science and technology,based on the economic and technological data of the four national innovative center cities in Beijing,Tianjin,Shanghai,Guangzhou and the four main cities of Chongqing,Xi＇an,Chengdu,Wuhan,Comparatively study Chongqing and other cities＇ matching degree of economic competitiveness and technological competitiveness,with using the statistical and comparative analysis method.Studies have shown that the Chongqing＇ science and technology competitiveness is less than economic competitiveness,and economic and technological relative competitiveness matching degree was better than the scale competitiveness matching degree.Therefore,there are effective policies to promote the coordinated development of economic and technological competitiveness,such as the innovative project management model,achievement awards mode and collaborative innovation machine;taking advantage of the relative matching radiation effects and coordination function to speed up the release of economies of scale;persisting in leaps and bounds to improve development speed and support intensity of economic and technological scale;implementation of the strategic balance and optimizing the structure of economic and technological resource allocation.
