城镇规划区外高层住宅消防设计与监督问题探讨

On the Fire Protection Design and Supervision of High-rise Buildings out of Planned Municipal Zones

当前一些地区在城镇规划区外开始大量兴建高层住宅,但因这些地域基础设施配套并不完善,很难达到《高层建筑设计防火规范》的一些要求,从而出现了这样那样的先天火灾隐患。为解决这一新问题,从政府市政建设层面、消防审核监管层面、社会单位服务层面分别阐述了问题的解决方法,将火灾隐患消灭在建设阶段。

Now there are an increasing number of high - rise buildings out of planned municipal zones where the infrastructures are not enough and where fire prevention designs are hard to meet the requirements regarding The Code for Fire Protection Designs of Tall Buildings. These defects result in some fire risk in a building. This paper suggests some measures to deal with these defects in terms of governmental supervisions, fire inspections and social fire services.
