In this paper,we will try to summary and comparatively analyze the building experience in domestic and international carbon trading market,absorbing the advanced experience of building and find the gap between them,then make some suggestions of the basic building framework of the carbon trading market in Guangdong Province according to the actual economic development of Guangdong Province. The government should establish market orientation as early as possible and then create a carbon emission trading system and carbon accounting system,strengthening the monitoring technology for carbon emissions improving the corresponding legal system and pay attention to the cultivation of talents and professional technology of study.
