在描述应急资源服务理论架构基础上,揭示了应急资源保障的难点,明确了资源整合的建设需求与基本原则;基于人防资源在应急服务领域的优势,提出了面向人防资源的突发事件应急资源保障机制,构建了基于资源整合的应急资源服务架构,并提供了建设建议与注意事项。

Based on the description of the theoretical framework of emergency resources services,the difficulties of the guarantee of emergency resources were revealed and the construction demands and the basic principles of the integration of resources were clear; based on the advantages of civil air defense resources in the field of emergency services,the guarantee mechanism of emergency resources towards the emergency of the civil air defense resources was proposed,the framework of emergency resources services based on the integration of resources was built and the suggestions for construction and considerations were provided.
