重工业不重 ,公有制工业结构效益和经济效益低 ,非公有制工业发展慢、贡献小 ,优势产业资产负债率高 ,企业规模偏小 ,效益差 ,是陕西工业结构存在的主要问题 ;把握特征 ,按照市场导向、经济效益、科技进步、发挥优势原则进行结构优化升级是陕西工业结构调整的基本思路 ;探索公有制多种实现形式 ,发展高新技术产业 ,壮大支柱产业 ,拓宽投融资渠道 ,合理运用市场、计划、行政等多种手段 。

This article tries to identify the problems of the industrial structure of Shaanxi Province, suggesting that the basic linking in readjusting the structure is to grasp the features so as to better and upgrade it by bringing the superiority principles into play in accordance with the market development tendency, economic benefit and advance in science and technology, and that the primary strategy for structure readjusting is to explore all forms of state ownership, encourage hi_tech, strengthen key industries, open up more channels for investment, and make rational use of market planning and administration.
