大学的发展一方面需要遵守规则,另一方面也要准备突破规则。大学发展需要规模效应,更需要特色发展,特色不能凭空产生,而需要学校管理者的智慧经营。法治是未来学校发展的方向,但大学的发展也不能忽视有魅力的"人的治理",造就一大批优秀的校长是一项重要任务。

Thus the development of university should follow the rules on the one hand; on the other hand, it should be prepared to break the rules. Universities should develop in a fairly scale so as to gain efficiency, but it should also develop in a characteristic way which need the wisdom of administrators. Universities are ruled under the law is a developing tendency, but the management by human still cannot be ignored, which requires a large number of excellent university presidents.
