It is a weird thing that a nation has three capitals. But there it is! South Africa is the country with three capitals: Pretoria as the administrative capital, Cape Town as legislative capital and Bloemfontein as the judicial capital. But in the heart of black who consists 77.5% of the population, Cape Town is not the capital while Pretoria is. Why is it?
