This paper discussed the illegal behavior supervision of petroleum ground construction engineering quality, and analyzed the problems in supervision process, put forward quality supervision measures, pointed out that in actual construction engineering, should take the carry out of each regulation and the enforcement of effective measures as security, constantly revised, improved and perfected the legal system of construction quality and safety.
