The author puts forward a comprehensive and systematic elaboration on the definition of quality and further subdivides quality into three categories, namely, the narrow sense of quality, relative generalized quality and absolute generalized quality. On this basis, the author proposes the conception of comprehensive quality. Quality is vital for individuals, enterprises and the country, which not only concerns the growth and development of an enterprise, but also matters the future and power of a nation. Hence, it is extremely necessary for the whole nation to recognize the significance and universal meaning of quality, to establish the conception of comprehensive quality, to strengthen the cultural construction of quality and create cultural atmosphere of quality consciously. Only everyone attaching great importance to this issue can quality be implemented effectively.
