198 7年以来 ,国务院批准发行福利彩票、体育彩票。对体育彩票的发行 ,社会上有不同看法。作者认为 ,不能将体育彩票与赌博同样看待 ;彩票作为特殊经济手段 ,要恰当运用 ,不可滥用 ;体育彩票发行要接受监督 ;要通过立法 ,建立公平公正的体育彩票市场。

The State Council of China approved issuing of the welfare lottery and the sports lottery in 1987. Ever since then there has been argues on the issue of the sports lottery. The author holds that sports lottery is something that is different from gambling; as a special economic measure for funding, it should be properly used instead of misused. The issuing of sports lottery should be supervised and a fair and impartial sports lottery market should be established by legislation.
