摘要
古巴的公共医疗有两个突出的特点,一个是实行"全民免费医疗"制度以及相应的三级医疗网体系,另一个是教育体制以培养合格实用的全科医生为目标。虽然中国有自己的国情,但是从普遍性来讲,古巴这些做法对中国医疗改革的启示和借鉴意义在于,必须在公共医疗事业方面树立正确的观念导向、建立合理的结构设置、实行有效的运作机制。
Cuba＇s public health and medical service has two characteristics： one is the free health care for all residents system and the corresponding three-leveled medical network, the other one is the medical education sys-tem dedicated to foster the qualified general physicians. The author elaborates in this paper on the reference of Cu-ba＇s public health and medical service to the medical reform of our country and puts foreword the relevant propos-als.
