政府购买社会工作服务发展初期的困境与突破——对J市的质性研究与思考

The Predicament and Breakthroughs of Government's Purchase of Social Work Service in the Initial Stage——The Qualitative Research and Consideration of J City

除北京、上海、广东这些发展较快、较早的地区之外,中国内地绝大多数地区的政府购买社会工作服务都是刚刚起步,都正在经历发展初期特有的困境与问题。为了促进这一事业在全国各地的健康发展,本研究选取开始较晚但发展较快的北方某省会城市——J市为研究场域,通过笔者的参与式观察和对26名相关人士的半结构访谈搜集资料,研究与分析了该市政府购买社会工作服务发展初期特有的困境及其成因与影响,并与访谈对象共同建构了突破困境、解决问题的途径与方法。

In order to promote the healthy development of this cause all over the country, this research selected J City, a provincial capital in Northern China which started late but developed rapidly in this respect as research field, and collected data through participant observation and semi-structured interview with 26 related personages. Based on the data, this paper not only expounds the particular predicament of the initial stage and its reasons and influences of government＇s purchase of social work service in this city, but also constructs ways and methods with interviewees to break through predicament and promote the healthy development of government＇ s purchase of social work service throughout the country.
