On Lingustic Views from the Perspective of Globalization and Their Effects on National Language Education Policies

全球化是21世纪最显著的特征。全球化改变和影响着人们的语言观,影响国家语言教育政策。全球化背景下的语言观主要包括语言身份论、语言人权、语言资本论、语言软实力等。本文介绍新的语言观及分析、探讨新的语言观如何影响各国的母语教育政策、少数民族语言教育政策及外语教育政策,并提出必须站在国际高度,用动态的眼光审视、制定、实施及评估一国的语言教育政策的建议。

Globalization is the most noticeable characteristic of the 21 ~＇ century. Globalization changes and influences not only people＇ s views towards language but also national language policy making. The globalized century sees such linguistic views as views of language as identity, as human right, as capital, and as soft power. This paper introduces these new linguistic views and analyzes and explores their effects on a nation＇ s mother language education policy, minority language education policy and foreign language education policy. It also suggests that Language education policies should be viewed, made, implemented and evaluated from an international and dynamic perspective.
