Investigation Report of "Cultural Sci-Tech is a Driving Force of Cultural Innovation"

文化科技创新是国家创新体系的重要组成部分,在文化创新驱动发展中占有核心地位。文化创新驱动的着力点是加强文化与科技融合,提高科技对文化事业和文化产业发展的支撑能力。为了深入贯彻党的"十八大"精神,全面落实中宣部、文化部大调研专项任务,中华人民共和国文化部"文化科技对文化创新驱动力"调研组深入基层一线,从文化科技发展的创新主体、创新动力、创新能力、创新环境几大关键环节出发,主要调研了我国东部江苏省、中部河南省和东北辽宁省的区域文化创新驱动发展的总体情况,包括文化创新驱动发展的基本现状与特点、主要做法与经验、存在的不足与问题、发展思路与愿景、政策需求等方面的情况。调研组发现,第一,进入新世纪以来,文化与科技融合呈加速推进态势,工具创新提升公共文化服务能力效果明显,文化产业技术研发与转化增强了产业装备水平和企业核心竞争力,文化遗产保护(含物质文化遗产与非物质文化遗产)手段、目标及效果更加积极有效,文化科技在文化创新各个环节显示出前所未有的勃勃生机。第二,各地探索实践表明,文化科技融合必然有力驱动文化创新,这种驱动既体现为杠杆助推功能,也体现为平台托举功能,更体现为引擎牵引功能,强大的内驱力为文化创新插上新的腾飞翅膀。第三,文化科技融合过程中,存在观念滞后、制度缺位、投入不足、复合人才匮乏等瓶颈性发展障碍,存在政府支持与社会、市场现实诉求之间的严重不相适应,同时也存在政府职能一定程度缺位。第四,面对科技高速发展时代严峻挑战,文化建设机遇稍纵即逝,必须站在国家文化发展战略高度,统筹谋划,科学应对,努力寻求促进文化科技融合及其对文化创新驱动的制度张力,让文化创新全面释放实现"中国梦"的强大正能量。

From perspectives of innovation subject, impetus, ability, and environment of cultural sci - tech develop- ment, we mainly investigate the general development situation of regional cultural innovation of Jiangsu, Hebei, and Liaoning provinces including their basic current situation and characteristics, practice and experience, problems, prospect and policy needs. We find that, firstly, in new century, cultural sci -tech shows an unprecedented vitality since culture and sci -tech fuses more quickly, tool innovation better improves public cultural service, research and development and transformation of cultural industry technology strengthens the core competitiveness of enterprises, and the means, goal and effect of cultural heritage protection becomes more effective. Secondly, regional exploration indi- cates that the fusing of culture and sci - tech necessarily and powerfully promotes cultural innovation. Its function in supporting, lifting, and pulling gives expression to the driving force. Thirdly, there are some developing obstacles for instance conception lag, system absence, under- investment, shortage in compound personnel in the fusing process between culture and sci - teeh. Fourthly, confronting the severe challenge in an era that science and technology rapid- ly develops, we must stand on the height of national cultural development strategy, plan as a whole, scientifically cope with, and endeavor to find ways better improve the fusing between culture and sci - tech, so as to comprehen- sively release positive energy of cultural innovation.
