四川省财政科技投入绩效评价体系的优化设计

The Optimization Design of the Performance Evaluation System of Financial S&T Investment in Sichuan Province

以四川省财政科技投入绩效评价中存在的问题及优化目标为出发点,依据财政投入的绩效特点和绩效主要表现形式,确定了优化设计原则及思路,围绕财政科技投入项目类别特征构建了创新环境与能力建设和创新活动资助两大类别的评价指标体系,并对指标体系的实施评价流程进行了设计。

This paper takes the existing problems and optimization objective during performance evaluation of financial S＆T investment in Sichuan province as the starting point, according the performance characteristics and the main manifestation of financial investment, the optimization design principles and ideas are determined in it. Around the project category features of financial S＆T investment, the evaluation index system of two categories viz ： the innovation milieu and ability construction and the financial aid for innovation activities are constructed, and the performance evaluation process of index system is designed as well.
