摘要
分析国内水利现代化建设研究现状,基于黄河干流各省区经济社会发展和科技水平现状基础,结合水利现代化建设特点,利用DEA模型从经济学角度建立水利现代化水平评价指标体系,评价黄河干流各地区的水利现代化水平.山东省、河南省和内蒙古自治区、四川省、青海省、宁夏省的水利现代化相对有效,山西省、陕西省、甘肃省的水利现代化建设存在投入冗余、产出不足、规模过大或过小的问题,并以甘肃省为例具体分析其水利现代化建设中存在的问题,并提出了相应改进的方向.
Analyzing domestic research status of the water conservancy modernization construction and then on the basis of the development and the construction features of nine provinces,using the DEA model into developing the evaluation index system to evaluate the level of the Yellow River mainstream regional water conservancy modernization.It is relatively effective in Shandong,Henan,Sichuan,Qinghai,Ningxia province and Inner Mongolia Autonomous Region,but there are some problems of input redundancy,lack of output or that the scale is too large or small in Shanxi,Shaanxi and Gansu province.Especially the existing problems in water conservancy modernization of Gansu province are analyzed,and the direction which should be improved is proposed.
