摘要
分析我国排污权交易现状,主要存在以下缺陷:一是排污权交易市场机制不完善;二是难以实现准确监测;三是立法严重滞后。针对这些缺陷提出对策:一是转变政府职能,积极构建排污权交易市场;二是加强环境监控,建立完善的信息系统;三是完善相关法律法规,确保在进行排污权交易时有法可循。
Based on the analysis of emission trading system, we can know that, first of all, emissions trading market mechanism is not perfect ; secondly, it is difficult to realize accurate monitoring; and the last is lagging legislation. In view of these defects proposes, I have these suggestions ： the first thing is the transformation of government functions, and actively construct emissions trading market; in the next place is to strengthen the environmental monitoring, establish and improve the information systems; and in the end is to es- tablish a perfect legal system, ensuring that emission trading under the law.
