欧盟科技政策历史变迁研究文献综述

A Literature Review on Historical Changes of EU's Science and Technology Policy

国际科技合作既是当代大科学发展的需要,也是合作国追求共同的科技前沿、解决面临的共同经济社会问题的有效途径。欧盟是当代国际科技合作的典型案例,它所建构的科技合作制度与协调机制对我国有重要借鉴意义。在对国内外关于欧盟科技政策历史变迁的相关研究进行较为全面梳理的基础上,从欧盟科技政策形成、政策发展及政策特征三个方面进行研究并提出了研究中现存的问题和未来研究的发展趋势,以期为深入认识欧盟科技政策历史变迁规律和趋势,以及相关研究奠定文献研究基础。

International cooperation is the demand of the development of big science and also an effective way for participating countries to keep up with the technology frontier and solve social and economic prob- lems confronted commonly. The European Union （EU） is such a case in point, whose cooperation system and coordination mechanism can provide a reference for China. Based on a comprehensive sort of home and abroad literature, the present paper carried out research from the angle of the formation, development and characteristics of EU＇ s science and technology policy, and further presented problems of the existing studies and future trend. It hoped that the present paper could shed some light on the historical change rules and trend of EU＇ s science and technology policy, and will lay a literature foundation for the rele-vant studies.
