平度市农民合作社发展的主要特点及规范建设的对策

Features of Farmers Cooperatives Development in Pingdu and Countermeasures on Standardization Construction

近年来,平度市多措并举,促进了合作社健康发展。从合作社组建和运行情况看,呈现出领办主体多元化、涉及产业领域广、合作层次不断加深、规范化建设程度不断提高四个比较明显的特点,在平度市现代农业发展中发挥了重要作用。但在规范化建设方面仍存在着规模小,带动能力弱;内部管理不规范,运行机制不健全;扶持政策不配套,资金支持力度小等突出问题。因此,要围绕生产标准化、经营品牌化、管理规范化、社员知识化、产品安全化等方面,通过强化宣传、健全制度、提高经营素质、创新思路、典型引路、政府激励等加强合作社规范化建设。

In recent years,Pingdu has taken different measures to promote the sound development of cooperatives.Now,these cooperatives have shown four characteristics including diversified founders,involving extensive industrial areas,deepening level of cooperation and increasing degree of standardization construction in terms of formation and operation and have played an important role in modern agriculture development in Pingdu.Despite of these,there still exist some thorny problems in terms of standardization construction,such as small scale,weak driving ability,unstandardized internal management,imperfect operational mechanism,incomplete support policy as well as small funding support,etc.Therefore,centered around production standardization,brand management,standardized management,members intellectualization,product securitization,standardization construction of cooperatives should be strengthened through more efforts in propaganda,sound system,improving operational quality,innovative ideas,selecting models,government incentives.
