摘要
《放射性废物安全管理条例》明确规定国家对放射性废物实行分类管理。本文结合条例编制过程中的一些考虑和多年来核与辐射设施放射性废物管理审评实践,提出了放射性分类管理体系框架建议,并对放射性废物定量和定性分类、分类中的特殊考虑以及分类中需要注意的问题进行了探索性思考,以供同行讨论和GB 9133修订时参考。
It is stated that the radioactive waste management should be implemented in accordance with the principle of waste classification in Regulations on Safe Management of Radioactive Waste. Based on the experience in preparing the Regulations and regulatory practices for years, a radioactive classification framework is proposed followed by discussions on issues including quantitative and qualitative classification of radioactive waste, particular cases and others need attention.
