抗战前河北省棉产改进会的成立及其活动

The Establishment and Activities of the Cotton Improvement and Promotion Community of Hebei Province before the War of Resistance against Japan

1935年8月,由河北省棉产改进所、华北农产研究改进社等机构联合组建河北省棉产改进会。政府集中推动是其核心动力,但缘于多个机构联合组成,河北省棉产改进会又具有不同于他省棉产改进机构的"社会性"。在其组织指导下河北省在美棉良种引进、植棉面积拓展、棉花产销合作等方面都取得了较为显著的成绩,有力地推动了抗战前河北省的棉花生产。然而,在取得成绩的同时,其制度层面的设计与现实工作成效存在显著差距。该会的改进棉产活动最终因时局变化而搁浅。

In August 1935 ,the cotton improvement and promotion community of Hebei province was united by the cotton improvement and promotion institution of Hebei province, North China agricultural research and improvement community and some others. The government＇ s actuation was the primary motive power. Because of its joint mechanism, the cotton improve- ment and promotion community of Hebei province was provided with social characteristics,which other provinces did＇t have. Under the guidance of the community, Hebei province got a lot of achievement, such as introducing American cotton seeds, ex- panding the fields of cotton, the cooperation in cotton production and marketing and so on. However, between the system design and the reality effectiveness,there was a significant gap. The cotton improvement and promotion community of Hebei province was interrupted due to the current political situation changes.
