泛长三角城市群连绵区农村人力资源转化为人力资本研究

The Problem and Impact of Human Capital Development in the Urban Agglomerations of Pan-Chang-Delta Region

人力资本增长是促进泛长三角城市群连绵区协调发展的动力。泛长三角城市群连绵区农村剩余劳动力资源供给与城市人力资本需求之间存在结构性矛盾。利用2006-2010年相关数据,在卢卡斯模型的基础上验证了现有人力资本规模与人力资本结构对泛长三角城市群连绵区协调发展的影响。不合理的人力资本结构制约了泛长三角城市群连绵区经济增长效率。需要加大投入,办好农村义务教育,创新中高等教育,强化职前培训,并且构建农村人力资源转化为人力资本的资金等筹措机制,着力促进农村人力资源向人力资本转化。

The growth of human capital is the driving force of the coordinative development of urban agglomerations of the Pan-Chang- Delta region. There is the imbalance of the supply and demand of human capital in the Pan-Chang-Delta region. The empirical part, based on Lueas＇ s Model, using the data of Pan-Chang-Delta region from 2006 to 2010, examines the influence of the amount and structure of human capital on coordinative development. The Unreasonable human capital structure hinders growth efficiency of urban agglomerations of the Pan-Chang-Delta region. Increasing investment, boosting compulsory education, innovating secondary education, improving the financing mechanism of the pre-career training, and exploring the pathway of transferring rural human resource into human capital are suggested.
