山东半岛蓝色经济区旅游产业结构水平综合评价与测度

Synthetic Evaluation and Measurement on the Level of Tourism Industrial Structure of Shandong Peninsula Blue Economic Zone

旅游产业结构的优劣是旅游经济发展质量和水平的重要标志,其转型和优化升级是旅游经济增长的本质要求。目前学术界对旅游产业结构水平的研究,多从理论上阐述旅游产业结构的一般概念、合理化、高度化及运用定量方法分析旅游产业结构效益,但构建指标以综合评价其结构水平存在明显不足。本文从合理化、高度化、效益水平三个方面构建一套全面真实反映旅游产业结构水平的综合评价指标体系,并立足山东半岛蓝色经济区旅游产业现状,利用统计年鉴相关数据,采用均方差方法确定评价指标权重,运用加权平均法对旅游产业结构水平综合指数从时序和空间进行了量化测度和系统分析。结果表明:山东半岛蓝色经济区旅游产业结构指标体系表现出不同的变化特征;产业结构水平综合指数不高。从时序变化上看,旅游产业结构水平指标层要素及综合指数呈动态提高的态势;从空间差异上看,旅游产业结构综合水平区域差异明显,最高的青岛达到0.671,而最低的滨州只为0.261。基于上述特点,从提高合理化水平、高度化水平及效益水平提出了相应的政策建议。

The pros and cons of the tourism industrial structure is an important symbol of the quality and level of development of the tourism economy, its transformation and upgrading is the essential requirements of the growth of the tourism economy. Currently, on the study of the tourism industrial structure, the academia elaborates the general concept, rationalization, sophistication mostly in the way of theory and uses the quantitative methods to analyze the effectiveness of the tourism industrial structure; however, it is obviously insufficient through building indicators to present a comprehensive evaluation of the level of it structure. The evaluation index system of the level of the tourism industrial structure is constructed from rationalization, sophistication and the efficiency level in the paper. Meanwhile based on the status of tourism industry in Shandong Peninsula Blue Economic Zone, the paper uses the mean square deviation method to determine the weight of indexes, and the weighted average method is also used to quantitatively measure and systematically analyze the composite index of the level of the tourism industrial structure from changes of time series and the spatial differentiation characteristics relying on the relevant data of the Statistical Yearbook. The results show that, the index system of the tourism industrial structure in Shandong Peninsula Blue Economic Zone show different variations; its composite index is not very high. Judging from the timing change, the indicator layer elements and the composite index of the tourism industrial structure show a posture of being improved dynamically. From the point of view of spatial differences, the regional differences of the comprehensive levels of the tourism industrial structure are significant. Qingdao is the highest, reaching 0.671, while Binzhou is the lowest, only 0.261. Based on the above characteristics, some corresponding policies and proposals are put forward from improving the rationalization level, the sophistication level and the efficiency level.
