Peace and harmony should be emphasized in EIA of built up area projects

进行环境影响评价应本着以人为本的原则，而不是只看排放的污染物是否达标，忽视人的切身感受，特别是在建成区建设餐饮、娱乐行业等影响人们生活、学习、休息的项目需要更加重视，要注重公众参与，加大环保投入；合理规划，减少遗留问题；开展后评价，完善环保措施。

Instead of just looking at the pollutant emission standards ,neglecting people＇s feelings,the environmental impact assessment should be based on the people-oriented principle.Especially, close attention should be put on those projects for catering industry, entertainment industry and so on, which will affect people＇s work, life and rest.In those built-up district, public participation should be focused on by increasing investment in envi- ronmental protection.Remaining issues should be kept reducing by rational planning.Besides.post-evaluation should he carried out and environmental protection measures should be improved.
