指出了环境风险评价是整个环评工作中的重要组成部分,关系到企业及周边居民的身体健康。硫酸泄漏为硫酸生产中的主要环境风险,硫酸泄漏的主要原因是储运设施缺乏维护,造成罐体或管道开裂引起硫酸泄漏。根据项目生产规模计算出了某项目硫酸泄漏速度为0.752kg/s,20min泄漏量约为902.4kg。以浓硫酸密度为1.84t/m^3,硫酸在地面形成的液体厚度0.005m推算,泄露的硫酸在地面形成的面积为735m^2。硫酸泄漏采用《建设项目环境风险评价技术导则》(HJ/T169-2004)中的多烟团扩散模式进行预测,计算事故后释放的气体扩散,依据事故源强预测风险值大小,当硫酸发生泄漏时,年平均风速下硫酸储罐泄漏影响范围为1273m。
Environmental risk assessment (EIA) is an important component of the whole EIA work. It is related to the enterprise and the health of the surrounding residents. The sulfuric acid leak is the main environmental risk in the production of sulfuric acid, and the main reason causing leak is that the storage and transportation facilities are lack of maintenance leading to the crack of tank or pipe. According to the project scale, the sulphuric acid leakage rate is calculated to be 0. 752 kg/s, and the leakage amount in 20 minutes are about 902.4 kg. The concentrated sulfuric acid density is 1.84 t/m3 , the liquid thickness of sulfuric acid formed on the surface is 0. 005 m, so the leak area of sulfuric acid on the surface of the formation can be calculated to be 735 m2. According to Technology Guideline for Environment Risk Assessment of Construction Projects (HJ/T169- 2004), the smoke diffusion model is used to predict and calculate the gas diffusion after the leak of sulfuric acid. Based on the predicted risk value of the accident source strength, when sulfuric acid leaks, the influence scope of the leakage under the annual average wind speed is 1273m. According to the forecast results, the preventive measures should be put forward.
