民间资本入资公办职业学校的制度体系构建——基于H省某中等职业学校的案例分析

Construction of System for Introducing Non-governmental Capital into Public Vocational Schools——Based on Case Analysis on a Secondary Vocational School of H Province

对H省某中等职业学校校企合作的案例分析表明,当前制约民间资本入资公办职业学校的主要障碍在于民间资金的盈利性与教育事业的公益性间存在着一定的矛盾,有关兼顾利益相关者的政策诱导机制缺失,以及企业参与公办学校办学的行为失范等方面。推进行业、企业等社会力量与公立职业学校的合作,必须加快建立民间资本入资公立学校的利益回报制度、校企合作的法律保障制度、教育运行的监督管理制度以及合作办学的现代管理制度。

Case analysis on the school-enterprise cooperation in a public secondary vocational school suggested that the main limitations for introducing non-governmental capital into public vocational schools were the contradictions between profitability of non-governmental capital and public welfare of education, the deficiency in policy inducing mechanism con sidering all benefit relatives, and the irregularities for enterprises to participate in the running of public schools. To en courage industries and enterprises to cooperate with public vocational schools, it should speed up the establishment of rela tive benefits return system, legal protection system and supervision and management system.
