农民合作社是带动农户进入市场的基本主体,是发展农村集体经济的新型实体,是创新农村社会管理的新型载体,应下大力气抓示范社建设、抓政策扶持、抓人才培养、抓服务指导。培育壮大农业产业化龙头企业,健全完善利益联结机制,应重点在培育行业领军企业、推动龙头企业集群、增强辐射带动能力、提升龙头企业核心竞争力、推动产加销各环节融合发展、优化发展环境上取得新突破。
