全球经济一体化进程推动着中国融入全球网络文化产业发展格局,加速了网络文化产业公共治理走向全球治理。公共治理的目标与维护网络文化安全的初衷一脉相承,公共治理涵盖了公众参与、治理透明度和问责机制,其内在的共振效应推动着公共治理与全球治理的融合。网络的开放性与动态性赋予了网络文化产业发展问题的凸显与增生,暗含了网络文化产业优胜劣汰的全球性。这一现实将全球治理体系下的网络文化安全问题推向了国家安全层面。网络文化安全的实现,不是仅依靠技术可以解决的,而是需要一套完善的治理体系来降低网络文化安全危机事件的发生几率和影响,提高我国网络文化安全系数,不断巩固和扩大我国优秀网络文化在全球网络空间的阵地。

The process of global economic integration is pushing China into the global network culture industry development pattern,accelerating the network culture industry public governance to global governance.The goal of public governance and maintenance of network culture safety intentions come down in one continuous line,and public governance covers public participation in governance,transparency and accountability,the internal resonance effects and promoting the integration of public governance and global governance.The openness and dynamic of the network highlight and cause the problem of the development of network culture,and implies globalization of survival of the fittest of network culture industry,which has pushed network culture security problems under the system of global governance to the national security level.Implementation of secure network culture,not only relies on the technology,but requires a set of perfect management system to reduce the occurrence of network culture safety crisis and impact of network culture,improve safety coefficient of our country,continuously consolidate and expand position of our excellent network culture in the global network space.
