推进农村产权制度改革培育发展多元化服务主体--“中国农村经营体制机制改革创新问题”之三

稳步推进农村集体经济组织产权制度改革,对于维护农民基本经济权益、探索集体经济有效实现形式、壮大集体经济实力、增强集体经济组织服务功能具有重要意义。主要对策是强化农村集体"三资"管理、界定集体经济组织成员资格、建立组织登记和成员名册制度、推动集体经济组织立法进程、推进农村产权交易市场建设、推动出台综合配套扶持政策。构建新型农业社会化服务体系,是在家庭经营的基础上推进现代农业的重要举措,要引导培育经营性社会化服务组织,继续强化公益性农业服务体系,创新农业社会化服务对接机制,总结推广社会化服务典型模式。

Steadily pushing forward property right system reform of rural collective economic organization,is of great significance to maintaining basic economic rights and interests of farmers,exploring effective forms of collective economy,strengthening the collective economic strength,enhancing the service function of collective economic organizations.Main countermeasure is to strengthen the rural collective 'three-capital' management,define the collective economic organizations membership,and establish organization system of registration and the register of members,promote the legislative process of collective economic organizations,promote the construction of rural property rights trading market,and push for comprehensive support policy.Constructing new agricultural social service system is an important measure to promote modern agriculture on the basis of family business.To guide and cultivate profit-making social service organizations,continue to strengthen public welfare agricultural service system,innovate agricultural social service docking mechanism,summarize and promote typical patterns of social service.
