吉林省基本公共服务绩效评价

Performance evaluation on Jilin Province’s basic public service

以吉林省基本公共服务绩效为研究对象,运用因子分析法对吉林省内各市(州)以及吉林省与其他省(市、自治区)的基本公共服务绩效进行了比较分析。分析结果显示,吉林省的基本公共服务事业发展处于全国中等水平,省内各市(州)公共服务绩效水平差异较大。因此,省政府应通过建立公共财政制度、创新提供公共服务的运行机制等手段推进基本公共服务均等化,提升公共服务的整体水平。

This essay takes Jilin Province’s basic public service as the object of study,to compare and analyze the basic public service performance of cities of Jilin Province and other provinces（municipalities and autonomous regions） by factor analysis.The results show that the level of the basic public service performance of Jilin province’s cities is not high.The overall development of the Jilin Province’s basic public service is at an intermediate level,and the cities of the province’s basic public service performance levels are quite different.Thus,the provincial government can promote the equalization of basic public services by establishing public finance system etc,and enhance the overall level of public services.
