The administrative organ staffs have the highest evaluation on the implementation effect and the most optimistic outlook of the administrative procedure law, though they resist the administrative litigation in heart. The implementation of the administrative procedure law not only promotes the administration according to law, also raises the rule of law consciousness of the administrative organ staffs, making the administrative organ be able to meet the requirement of the administrative procedure law. The legislation path of making the administrative procedure law first should be affirmed.
