摘要
武广铁路客运专线工程采用中外联合体监理模式,在我国铁路建设史上是首次尝试,目的是引进国外高速铁路建设工程监理新理念、新技术、新经验,确保武广铁路客运专线建设质量。华铁工程咨询有限责任公司与德国铁路工程咨询公司(DEC)及其他3家中方监理公司组成了中外联合体,承担武广客专JL2标的监理任务。在工程监理中借鉴了德国DEC公司在国际高铁工程咨询中实施项目总控的经验,同时整合了4家中方监理公司的技术特长和监理经验,建立了科学、规范、高效的联合体管理机制,通过实施显著提高了联合体的整体实力,其监理工作成效及对建设管理的专业分析和建议得到了各方的肯定。
Wuhan-Guangzhou railway passenger dedicated line adopted Chinese and foreign joint plant engineering consulting mode, which is the first of its kind in China's railway history. The purpose of this mode is to introduce new concept, new technology, and new experience from overseas high-speed railway construction project management thus to ensure the construction quality of Wuhan-Guangzhou railway passenger dedicated line. Hua Tie Engineering Consulting Company with the German railway engineering consulting corporation (DEC) and three other Chinese engineering consulting companies formed a consortium to undertake supervision on Wuhan-Guangzhou passenger dedicated JL2 section. Utilizing the project controlling experience from DEC's consulting service in the international high-speed railway project and integrating technical expertise and 'consulting experiences from the four Chinese companies, a scientific, standardized and highly efficient management mechanism was established. The synergy led to significantly improved overall competence of the Union. The effectiveness of equipment supervision and professional analysis of the construction management was widely acknowledged.
