美国北卡罗莱纳州托幼机构类型多样。联邦政府及州政府的公共财政投入规模大,且目标人群明确,优先保障处境不利儿童享受优质早期教育服务。与此同时,北卡州通过星级评估体系与技术支持系统保障每一所托幼机构都能提供有质量的早期教育服务,并且激励托幼机构进一步提高保教质量。北卡州的经验有参考意义。
There are various types of child care institutes in North Carolina, USA. The federal government and state government invest a large amount of money in child care and the disadvantaged children have the priority to obtain good quality preschool education. By adopting Star Rated Licensing System and Technical Assistance, North Carolina ensures that each child care institute provides good quality preschool education and encourages child care institutions to improve their services. North Carolina experience is of certain significance for us.
