区域生态补偿关系模型及制度框架

The Relational Model and System Framework of Regional Ecological Compensation

加快实施主体功能区战略是我国生态文明建设的重要内容之一。"区域分工"的管理理念深化了区域环境与经济利益之间的冲突,有必要建立相应的生态补偿制度。多元的利益主体和复杂的补偿关系是区域生态补偿制度建构的难点。限制开发的重点生态功能区和禁止开发的重点生态功能区在生态本底状况、政策配置等方面均存在差异,依据不同区域开发政策导向下的社会行业活动对两类区域生态系统的影响情势分别构建了相应的补偿关系模型。在补偿关系"理想型"的基础上,对区域生态补偿的设置制度(规范对象及补偿主体)、运行制度(补偿模式、方式和标准)和保障制度(资金制度、技术指标和激励制度)一一加以分析,从理论层面架构区域生态补偿制度框架。

To speed up the implementation of main functional area strategy is an important content of ecological civilization construction in China.Since the idea of ＂ division of main functional areas＂ deepens the conflict of regional environment and economic benefit,it is necessary to establish corresponding ecological compensation system.Multiple interest groups and complicated compensation relationship are difficult issues to construct the regional ecological compensation system.There are differences in many aspects such as the ecological condition and development policies between limited development area and prohibited development area.The paper constructs corresponding compensational relational models through analyzing effects of the social sector activities permitted by two areas above on the supply ability of regional ecological products.On the basis of ＂ ideal type＂ above,the setting system（activities and subjects）,operating system（pattern,form and standard） and security system（financing system and incentive system） were analyzed one by one to construct the system framework of the regional ecological compensation.
