低丘缓坡土地开发利用试点项目实施效益分析——以延安新城一期工程项目区为例

The Benefit Analysis of Gentle Hillside Land Use Pilot Project

以延安市低丘缓坡土地开发利用试点延安新城一期工程项目区为例,采用多因素综合评价法,从经济、社会、生态3个方面,对低丘缓坡土地开发利用试点项目的实施效益进行评价。结果表明,延安新城一期工程项目的实施有利于切实保护耕地,优化建设用地空间布局,提高产业集约化水平,促进产业转型、升级,提高区域居民收入水平,改善区域生态环境,具有良好的经济、社会和生态效益。

With Yan’an gentle hillside land use pilot project as example,the implementation benefits were evaluated from three aspects of economic,society and ecology by using multi-factor assessment method.The results showed that the implement of Yan＇an gentle hillside pilot project is beneficial to protect the cultivated land,optimize the spatial arrangement of construction land,improve the level of industry intension,promote and upgrade the industrial transformation,increase the residents’income level of particular area,improve ecological environment.It possesses a very good economic,social and environment benefit.
