安徽省高速公路土地利用现状分析

Analysis of Anhui Expressway Land Use Status

我国人多地少,土地资源紧张。然而在高速公路建设发展过程中却存在对沿线土地"圈而不建"、"建而不竣"、"竣却不营"、"营又搁浅"等浪费现象。该研究在介绍安徽省高速公路发展历程和态势的基础上,分析了高速公路建设发展过程中在土地利用方面存在的问题,一是高速公路设计不合理,土地资源严重浪费;二是土地利用率偏低,占用耕地面积大;三是土地投入产出效率较低,用地效益不均;四是临时用地数量多,复垦率低;五是沿线生态环境遭到破坏,需加强保护。提出高速公路建设要树立节约集约用地意识,要加大临时用地的复垦力度,建立土地差别化利用模式,还要与生态建设相结合。

On the basis of introducing the development course and trend of Anhui expressway, existing problems were analyzed, such as ： unreasonable design of expressway, lead to serious waste of land resources ; low land use rate, occupying large area of cultivated land ; low efficiency of land input-output; low reclamation rate; eco-environment along the line is destroyed. It was put forward that highway construction should establish the intensive land conservation awareness, increase the temporary land reclamation efforts and combine with ecological construction.
