城市化进程中要素配置调整与经济效率变动分析

Analysis on the Reciprocal Effect Between Factor Allocation and Economic Efficiency During the Urbanization

文章引入1994-2010间数据资料,深入分析城市化进程中要素配置与经济效率变动间的互动关系。计量结果表明,城市化政策倾向与社会经济发展间存在显著差异化影响,县级城镇对政府财政资金的利用效率相对不足;劳动和资本边际产出在1995年达到高峰后持续下降,尽管2000年之后有所上升且整体经济规模递增效应持续,但与城市化进程并不匹配。在既有配置格局保持不变条件下,城市要素高度集聚与产出低效、城市就业吸纳力不足相悖现状将持续。鉴于此,文章主张规避对非平衡发展倾向的过度倾斜,以城市要素承载限度为考量前提,构建梯级城市发展体系,将人口迁移、要素配置与城乡统筹发展协调起来,以实现要素优化配置。

The paper analyzes the reciprocal effect between factor allocation and economic efficiency during the urbanization according to the statistical data from 1994 to 2010. The calculated results show that there is differentiation of the government funds’efficiency from the urbanization policy. The research shows that marginal of the elements of labor and capital output decline persistently after reaching a peak in 1995, yet the economic？effect increased and since 2000, but that did not match with the process of urbanization. If the configuration pattern remains,the problem will continue. In view of this,this paper advocates that we should avert to weigh too heavily toward one development tendency. Then the paper proposes to construct the population migration, allocation of coordinated with the balanced development of urban and rural in order to achieve elements disposition through cascading urban development system by making the urban elements carry the limit as a premise.
