“安保互动”机制运行管理研究

Study on the Management of “the Interactive Safety-insurance” Operation

我国正处于安全生产事故高发阶段,给生产和生活带来严重损害,妨碍了社会的和谐发展。现有安全生产保障模式不能较好解决这些问题,急需探索新的安全生产管理模式。"安保互动"是由政府、生产企业、保险公司三方共同探索运用保险机制解决高危企业安全生产责任风险的创新模式。文章重点探索了"安保互动"机制的运行工具——安全生产责任保险的供给和需求状况,认为安全生产责任保险存在理论上的供给不足和现实中的供给过剩的"悖论",而企业对安全生产责任保险则存在需求不足,影响"安保互动"机制的有效性。文章对此提出相应的对策与建议。

Our country is in a stage where the safety accident rate in the industry is very high,it is seriously harmful to production and life and hinders the harmonious development of society. The current safe production system can’ t solve these problems perfectly,so it is urgent to develop new management mode.“The interactive safety-insurance”model is a new method to solve the problems of safety in production, which innovated jointly by the tripartite partners that involved the government, manufacturers and insurance companies. The article focuses on the supply and demand situation of safe production liability insurance, which is the tool of “interactive safety-insurance＂. The article analyzes that the safety liability insurance has the“paradox” of theoretically insufficient supply and the reality of the excess supply, and the enterprises have insufficient demand to the safety liability insurance, which affects the effectiveness of “safety-insurance＂ mechanism. The corresponding countermeasures and suggestions are put forward.
